Top is the name of a company that imports Russian entertainment products. Not sure, but the name appears to be a typical Sovietism: Moscow Video Film (like Коммунистический союз молодёжи aka Kommunisticheski Soyuz Molodiozhi aka Communist Union of Youth).
The yellow sign says, "Re-recording on any system of the world: $10/hour on DVD, $5/hour on video." Then it says "On the 2nd floor, a huge selection of mysteries and romances - $1.75; films from $2, audiocassettes from .50, cds from $1.50, children's books from .75, and many other books at fabulously low prices; a big selection of toys. Could only be cheaper if it was free!"
